Self-employment in culture

WHAT

The status applies to a form of independent work in the field of cultural activities and can be granted to creators in art and culture who are registered as self-employed in the culture at the Ministry of Culture (Ministrstvo za kulturo).

You can register as self-employed in the culture at the Ministry of Culture (Ministrstvo za kulturo) if you meet the following conditions:

You are performing an independently specialized occupation in the field of cultural activity (all forms of creation, provision and protection of cultural assets in the area of movable and immovable cultural heritage, textual, staging, musical, visual, film, audiovisual, intermedia and other arts in the field of publishing and librarianship, cinema and other cultural activities) and are not receiving pension.
You have the required professional education or can prove based on the work references that you are qualified for performing this activity (number of published texts, exhibitions, performances, etc., in the previous five years).

STEPS

STEP 1: You can apply for this status at the Ministry of Culture (Ministrstvo za kulturo) by submitting the evidence of your fulfilling the required conditions along with your application. The application can be filed by mail, e-mail, in person at the Ministry or by using the electronic form (only in Slovenian) at https://e-uprava.gov.si/podrocja/vloge/vloga.html?id=366 provided that you have a digital certificate and electronic signature.

STEP 2: The decision is accepted by the minister by consulting the expert commission based on which you will be entered in the register.

STEP 3: By filing the application, you can request for the right to pay the social security contributions to which you are entitled only under specific conditions.
